Yes there is surgery now to correct flat feet. It's not considered plastic surgery though. There will be scarring. If your flat feet don't give you problems such as tendonitis however they won't recomand the surgery it is very difficult to rehab through.
i'd recommend getting into flip flops. flat feet = beauty.

Is it affecting your heath? Do you have problems walking, running, etc? If not why fix something that isn't broken? I sense self confidence issues around you. Take a walk around those who have less than you and reconsider your options. Be grateful for what you've got!
