I'm 16 and I have saggy skin from weight loss. What surgery is there for it?

Long story short. I was on steroids for asthma, I gained a ton of weight because of the high dosage. I lost over 100 pounds (but not all at once, over a few years) and now I have saggy skin. It hasn't responded to exercise or gone away on it's own. What surgery is there for it? I also have a ton of stretch marks (I know some are normal but I have thousands.) They are are on my breasts, my stomach, my butt, back, arms (all the way from my armpit to my elbows), my thighs and my knees. I'm really pale skinned and even though they're silvery, they show up. Also I can't get a tan or they show up. I can't wear any short sleeved shirts or shorts either. All summer people looked at me like I was cravy for wearing long sleeves and jeans. How could I get rid of them? Please help. Thanks. I don't care how much surgery costs as long as it works.
