Are there any countries that offer low-cost cosmetic surgery and legal remedies if the Dr. makes a mistake?

I know that the cost of cosmetic surgery is much cheaper in many countries, such as Brazil. My big question is, if an American goes to one of these countries and the Dr. makes a mistake, does the patient have any legal remedies? Thank you for your assistance.

1. If you go somewhere to get the cheapest possible surgery, you can't count on any legal protection if things go badly. You get what you pay for.
2. Yes. In India it is very cheap. Malpractice suits are allowed.
